“Iowans
Helping
Iowans”
will Assist Individuals and Businesses Recover from
Flooding

In response to recent
flooding in eastern Iowa, Governor Culver announced he is creating
“Iowans Helping Iowans” – a new program that is designed to provide
clean-up assistance, housing assistance, and small business assistance
for those who suffered losses in the recent floods.
“This program is named to reflect the core values of Iowans: We help
our neighbors who are victimized by natural disasters, and don’t make
them suffer alone,” Culver said.
The state continues to await the federal government’s assessment of
individual needs and the President’s decision regarding the eligibility
of counties for federal individual assistance. In anticipation that
some Iowa counties will be proclaimed as eligible for federal
individual assistance, the Governor has directed appropriate agencies
in his Administration to put the finishing touches on Iowans Helping
Iowans, a state-based assistance program similar to the successful
“Jumpstart” effort that moved desperately needed resources into Cedar
Rapids and other communities affected by the floods of 2008.
The Iowans Helping Iowans program will be designed to supplement
federal individual assistance that will follow Presidential Disaster
Declarations for Iowa’s counties. Currently, damage assessments are
being conducted by the federal government in flood-affected areas to
determine which counties will qualify for federal individual assistance.
The Governor is instructing Department of Economic Development Director
Bret Mills, Iowa Finance Authority Director Joe O’Hern, and Department
of Management Director Dick Oshlo to fast-track development of the
program criteria and application requirements within the next few weeks.
Specific details of the program will be announced upon the federal
government’s completion of its damage assessments and designation of
counties whose residents are eligible for federal individual assistance.
Joint federal, state and local teams are further assessing damages as
the result of the most recent storms that occurred this past weekend,
causing the failure of the Lake Delhi dam. Those assessments will be
completed by next week.
